Mayor Diane Wheelock has submitted a budget proposal for 2003-04 that is about 4 percent higher than the current spending plan.
The $63.7 million proposal would boost the tax rate by 2.18 mills, said Wheelock, who prefaced her written introduction to the proposal with the opening from Charles Dickens' "A Tale of Two Cities" -- "It was the best of times, it was the worst of times." (Hartford Courant)<p>***That doesn't mean you have to mention it, Lee.***
