Maryland Gov. Robert L. Ehrlich Jr. and Virginia Gov. Mark Warner each declared a state of emergency. That allows extra state resources, including National Guard troops, to be used to help citizens if necessary.<p>***Are you a foreign tourist? A resident alien? Sorry, you're out of luck.***

I think, Jim, that blanp makes the excellent point that "citizens" often is misused.

The states of emergency were called because of a winter storm. Roads are all but impassable in much of Virginia, Maryland and D.C. because of snow, and the wind has greatly reduced visibility.<p>In Maryland, drivers can be fined $1,000 for being on the roads without four-wheel-drive, and even then it had better be for a medical emergency.<p>Anyone would be guessing to say he or she knew what the writer meant, but it was probably just another misguided attempt to avoid using the word "people."<p>[ February 17, 2003: Message edited by: Wayne Countryman ]</p>
