Is that what was meant? Or did the writer just choose the wrong term in using "citizens"?

I think, Jim, that blanp makes the excellent point that "citizens" often is misused.

The states of emergency were called because of a winter storm. Roads are all but impassable in much of Virginia, Maryland and D.C. because of snow, and the wind has greatly reduced visibility.In Maryland, drivers can be fined $1,000 for being on the roads without four-wheel-drive, and even then it had better be for a medical emergency.Anyone would be guessing to say he or she knew what the writer meant, but it was probably just another misguided attempt to avoid using the word "people."[ February 17, 2003: Message edited by: Wayne Countryman ]
