Where is the element of doubt? Are the cops not certain whether there was a drug deal involved? Then at least it's not a redundancy. I can live with that. Or did they find a parking lot littered with bags, pills, crack pipes, needles and maybe a business card?<p><hr></blockquote> If they don't actually observe a transaction, they can't make a definitive statement saying that's what it was, thus the hedge of apparently.
