Without knowing the context, I'd guess Gingrich is referring to the health care field when he says "in health." So it would be a quote about problems addressing end-of-life issues. <p>Or maybe he means society is letting too many healthy individuals die? Like the unborn being aborted, non-terminal patients committing doctor-assisted suicide, or people "in health" but falling victim to crime or drugs. But that's a stretch.<p>Pretty confusing quote, though.
